We, the undersigned citizens of Canada, draw the attention of the House to the following:
That the National Energy Board (NEB) project review process does not accurately assess whether a project has social licence to proceed, and is in need of reform to include:
● more rigorous environmental assessment of projects, including cumulative upstream and downstream greenhouse gas emissions impacts, in line with Canada’s recognition of the need to limit global warming to an average temperature of 1.5 degrees celsius above pre-industrial levels
● more inclusive and early public participation in the review of policies, projects and appointments
● the requirement to meet the Crown’s constitutional consultation and accommodation duties to First Nation, Metis and Inuit
Therefore, your petitioners respectfully call on parliament to immediately stop NEB project reviews currently underway and upcoming until the identified problems and weaknesses in the National Energy Board review process are reformed through a public review process.
